What’s Changing?

From 10 June 2025, new driving licence rules will come into effect allowing holders of a standard category B licence to drive zero-emission vehicles up to 4.25 tonnes – an increase from the usual 3.5-tonne limit. This change brings electric vans and similar vehicles in line with their petrol and diesel counterparts, while accounting for the additional weight of EV batteries.

This expanded flexibility is not limited to vans, but also includes minibuses, SUVs, trucks, and any other vehicle type that would fall within the 3.5-tonne limit if conventionally powered.

A Step Forward for Electric Vehicle Adoption

This regulatory update builds on temporary provisions first introduced in 2018 and reflects ongoing efforts to remove barriers to electric van uptake. However, there are still further areas under review by the Department for Transport (DfT), including rules around vehicle testing, tachographs, drivers’ hours, and speed limiter devices for 4.25t electric vans.

Industry leaders, including the British Vehicle Rental and Leasing Association (BVRLA), continue to push for further reform. As BVRLA Chief Executive Toby Poston stated, “Out-of-date regulations are hampering the transition to a cleaner, greener van fleet… We are optimistic that today’s changes mark the start of more progress to come.”

Strong Growth in Electric LCV Adoption

Registrations of electric light commercial vehicles (LCVs) up to 4.25 tonnes grew by 77.5% in April, now representing 8.3% of the market, up from 4% a year ago. However, vans in the 3.5-4.25t range still make up a small share (just 4.4%), indicating significant room for growth.
